Used computers and data protection

Second-hand computers may pose a data protection and information security risk for both the seller and the buyer. When used computers change owners, they often include the old operating system, software and data.

Instructions for a buyer of a used computer

  • If you buy a used computer with an operating system and software installed, do not use the computer or connect it to the Internet. Format the hard drive and re-install the operating system and software yourself. To ensure that the hard drive is completely empty, use an appropriate utility program. Many IT companies also clean and erase hard drives.
  • Some second-hand computers are stolen. If a used computer is sold at an exceptionally low price or in an otherwise unusual manner, contact the police if necessary. For example, a stolen portable computer may be missing a charger and the computer may still hold all of the previous user's files.

Instructions for a seller of a used computer

  • The hard drive must be emptied by formatting it. To ensure that the hard drive is completely empty, use an appropriate utility program. Many IT companies also clean and erase hard drives.
  • If a hard drive is damaged or impossible to empty for some other reason, you should remove the hard drive from the computer before selling it and dispose of the hard drive.
  • If you sell the computer with the operating system and software, make sure that the buyer receives also the installation discs and licences.
  • Do not make an agreement that the buyer takes care of emptying the computer. It is difficult for the seller to ensure that the buyer really erases all data from the computer.
  • When handled appropriately, selling a computer is safe and profitable for both the seller and the buyer. Having the entire computer crushed and destroyed is not an environmentally friendly option if security requirements can be met by sending only the hard drive to a certified company for emptying or destroying.
